Do "sparkles" expire?

I'm trying to clear my neighbors list of people who no longer play the game. Someone who has been at level 19 for months, had habitats that could still be played with. if a player does not collect their bonus in a certain amount of time, are the habitats available to play with again? is there a better indicator as to whether or not someone still plays?

I had an old account on my old ipad, (which i sold) and had a DS on that ipad. I added it becuz i wanted to see if ppl would still play on it. Sense i didnt check it for like 2 weeks, the sparkles dissapeared
