I think we should be able to break down the large gems into little gems instead only being able to make small gems into big gems. That way if I have a large green for example I can break it down into small greens so that way I can use it for other stuff.

It's difficult while making scrolls. You could only get a topaz repeatedly and miss out on emeralds. plus we will more than likely need 5-10 small gems for certain crafting items in the future and making one large gem with 10 small gems is hard
