A view to the north?

I am stuck. I expanded (I assume since it's no longer an option when I click expand) and it will still not let me over there. It says I still need to expand.... any idea?

To complete this goal you need to expand to the tree lady.

I did expand. It's no longer an option when I click on "Expand". There is no four way arrows to select that section.
