Cupcakes, like some other recipes you will come across, are cooked using an oven. It is likely that you only have stoves. Different recipes cook on different appliances, and you can have a mixture of any up to the maximum number of appliances that your level allows. So if you are allowed 6 appliance, then you can have any mix of ovens, stoves or grills, up to a total of 6. From memory I think grills are unlocked at about level 17, but I'm not sure.
