I cant find what tot do here to complete the goal

Click on the design button (lower right part of the screen). Go to the floor tab (it's the 6th one). Select the tile you want to buy then place it on the floor. Repeat 9 more times.

I bought 20 tiles

Are you buying new tiles or placing ones you've had in storage?

problem solved.
there are 2 tiles marked by "new"
one you can buy with gold
one you can buy with gems

I bought 10 with gold and it works...

Glad it worked. I think you could have bought any that you didn't have before.
