Why is there food that says "Goal" on them and they're locked. What do I need to do to unlock them?

On the stove there is Lovely Pancakes & Eggs in a Basket.

They were from previous challenges.

Alright. Yeah, these recipes were able to be unlocked from goals last February. There is currently no way to unlock them.

can't you not just delete the goals which can't be unlocked?

No, because those that DID unlock them would also lose access to them, and that isn't very fair to them now is it? :)
