Gem sales

Once again, my bs on my iPhone is not getting gem sales but my bs on my iPad is. As far as I can recall, the only sale I have received is on Black Friday. Can someone explain to me why some accounts receive the sales and others don't?

Well as justified an answer as that is, I also got one on iOS on Black Friday, but not for a year before that or since. Yet my friend on Android has one every time she's on there!

7 month I'm waiting to have a gem sale but I get on android every 2 or 3 days and sometimes it's daily
I don't purchase gems on android because my daughter plays on it and she still 6 years old and don't care a lot about getting LTo's or opening boxes , please let us get this random gem sales at least one a month.
