moving from one tier to another

I can't move my dragon breeder thats at the bottom to my new section at the top. HELP,please!!!!

Get it ready to move, place your finger on it and begin to move it to where you want it. The island will temporarily stay behind on the island it was originally on. Never lift your finger from the screen. When your finger is over the new cleared area on the new island the habitat will pop back up under your finger then and only then lift your finger from the screen and you'll be done. Hope this helps.
