Unable to move habitats to upper island

I can't seem to move any items to the cleared part of the upper island. How does this work?

Whatever it is you want to move up to the top island, try and drag it as close to that island as you can while still being on the lower one. Then you have to drag or flick the item up to the top. It can take a few tries, but eventually it will make it up there as long as the spot you have opened up is large enough to fit whatever it is you're trying to get up there.

Just drag the item to the other island and to an empty spot. You may need move your finger around to find a path to the other island, since sometimes you get stuck and it won't move to the other island.

I haven't flicked any items; I tried and couldn't get it to work.
