Do certain gifts become available as your level increases?

Ppl keep asking me to send stuff that isn't on my gift list (i.e., permits, dog treats, etc.). I'm on level 14. Do those gifts become available to send later? Or where can I get them? I feel bad that I can't help out my friends!

These items are not available to just gift. When you expand or build something, when you place and click on that item, you will have an option to request these items from neighbors. You can only send these items back to your neighbors, when they send you a request for them.
