Was expanding fix?

I noticed that the areas I have already expanded too are still at 800k but anything new I've been are going back to the more affordable clearing fees. Was this fixed in the upgrade?

I know that obsticals are different prices in different areas. The Bitter Bark Tree is $800,000 on all the island except the original island you start on. I am guessing they priced of such, halfway expecting us to finish the expanding on the original island before moving on to the others.
