how to get gifed idems out of storage to use for construction.

Once you purchased a constructable there will be a little hammer. The items you have in storage that go into building that constructable will automatically be put into it. Once you have all the parts, there will be a button called "Build", you click it and your item will then be built, and then you'll have to wait the length of time the item needs to actually build after you've constructed it.

You don't TAKE anything out of Storage, the game does it on its own.

Ok. I have 4 work permits in storage how do I use them?

Work Permits are for expanding only. If you've already fully expanded, they'll just sit there until TL gives up more expansions or forever if they don't.
