I reached Lv 13 in PS, but it won't show as completed. I've tried closing both apps.

Check your goals. When you complete those goals you will have a goal telling you to buy one decoration and when you do you will get the gold.

Nvm turns out it didn't sync and and I was at the end of Lv 12

Make sure you tap on the goal too. Sometimes it won't show as complete till you open it

Also, as I found out, make sure the goal didn't disappear before you got to level 13. The goals usually give you a certain number of days to complete then its gone. I did this for my daughter and bubble mania--got to the correct island level but it took me too long. the goal disappeared. No gold for her.
