can't water

It shows that I can water 10 but when I click on trees or plots, no water shows up and the number stays at 10. I am allowed to gift but not water.

Are the crops/trees already watered? If they're not, try restarting your device.

I'm also wondering if the crop are not wittered, which may also cause that you cannot water. Some don't look like they are, but they are. :-)
