Expanding advice

Hi, I need some advice in expanding my restaurant, is it more cost efficient by expanding using the more expensive ones instead of expanding one at a time? Or they are just the same?
For example: expanding13x16 cost $500k while expanding to 14x17 cost $1M, if I expand first to 13x16 then after a while expand to 14x17 will it cost more rather than immediately expanding to 14x17?

You have to expand in order. You can't skip.
