Is this a BUG: Social Rating Suddenly Decreased?

I'm currently level 3 on the Social Rating because I've been checking up on other people's islands and playing with dragons. Today - right now, in fact - I logged in to find that my progress bar had decreased dramatically in the last 12 hours. I was half full and now I'm almost empty! How did this happen?

The social rating is designed to drop. To keep your social rating up you will need to keep visiting neighbors and playing with their dragons.

But how often does it drop? Every X hours that you don't visit people? I visited a bunch of people within a 12 hour timespan and my 3 dropped to a 2, while I was visiting, so I am a little confused about that.

It's SUPPOSED to drop every 24 hours!
