"A Local Market" Goal before I can get a market

I have "A Local Market" goal, which wants me to build a market, but when I go to buy the Market Place it says "You are at your limit! Level up to build more structures of this type."

You are limited to the number of building per level.
If you have a couple of farms, store one, then buy the market.

( I think you can store it, if you store it and still cannot buy, you may have to sell it)

You have to sell it as buildings in your inventory are still counted.

Yes, I just don't understand why they would give players a goal to buy a building at a level where they can't have more buildings yet.
