I cannot buy anything from the catalog. Every time I click on buy new item, expand pops up and I don't have enough money or diamonds to expand.

Make sure you are under the right tab. When you go into design, there are little tabs at the top. Sounds like you are under the
expansion tab. Scroll over to find flooring, decorations, wall items, etc.
