Expansion option

Recently starting playing RS and saw the same problem on expansion as other games FS , BS.
Options for expansion: gems, Coins or # neighbors. But when I get enough neighbors required, go back on tab to expand, that option disappearred, only coins or gems left. Why does this happen? is it a trick?

You need to have a certain amount of neighbors, then you can expand using coins. To expand with gems, no neighbors are needed.

Really? But i don't think it is true because I did ignore the # of neighbor then I could expand with coins.

There are a couple of expansions in the beginning that may not need neighbors to unlock with to buy with coins, if I'm remembering correctly.
