I have leveled up to level 18 TWICE now and working on my 3rd time. I will get the congratulations pop up and then go to purchase the city heels. It is at that point that the game will force close. When I go back in, I am back down to level 17. So frustrating. Guess I will try one more to reach level 18 then uninstall app.

Sounds like your game progress is not saving.
What device do you play on?
What is the current version of the game you are playing? Under menu-help-small number at the bottom.

Try restarting your device, then when you come into the game, let all the pops come up,, then visit a neighbor to make sure your game has synced with the servers.

Also be sure that your device is connected to a strong Wi-Fi connection.
