How do you gain experience in this game? Is it only by completing goals?

Do you mean how to increase levels? Your levels will increase through your home's worth. So buying items, wallpaper, etc. will also allow you to level up as well as the rewards for completing goals. Basically the little green house symbol that appears in the market under each items shows you how much each item will grant you towards increasing levels. Hope this answers your question!
