Does anyone know what the building cap is for each level? I can't build cathedral, tent, or windmill. I am at level 22.

Just sold 2 buildings and still couldn't build any of these!

You have to sell buildings of the same type - in this case royal buildings for cathedral or theatre and town buildings for windmill.
