How do you rotate walls?

Whenever I'm placing walls in my town, they only go horizontally and the rotate button is greyed out. This is the case whether I'm buying new ones or moving ones I already put down. Can anyone offer some advice on this?

When you place walls, make sure they are touching, they will rotate on their own.
