How do I chat on home design. I have just recently started playing this game but I don't know how to chat with other users and it is bugging me because I see other people talking!!!

Will that appear in a form of a chat box on top of the character?

You can visit neighbors or community members walls.
Go to Menu
You can click social - you will see community tab- you can click on a name to visit that player. then you are on their game you will see a post button at the bottom. click that and you can post a message to them.

When you want to see who posted you a message.- Go to menu then the overview tab- click wall.
You will see messages sent to you. Click a name and it will take you to their game.

Oh, are you talking about the people walking around your house? This is computer generated, you cannot chat with these avatars.
