You can only get it by opening a cauldron box. It's a 3rd or 4th place items so you have a somewhat high chance of getting it, but it's not guaranteed since there are so many other 3rd and 4th place items

Yes, you may exchange 24 Gems for an item in the Cauldron, and it will give you a random item from that Chest. You will only receive one item from this Chest.

Check your Floor Decorations tab. If there isn't something new, try restarting your device. If its still not there, email support@teamlava.com Give them your ID and what happened.
