What's the max amount of neighbors we can have? Just curious?

I have another question to this one - how many pending ones we can have? I've seen the notes back saying that someone has too many pending - so I'm wondering how many they have.

I'm not completely sure on how many pending - I've seen people say they couldn't invite others because they had 3 pending, and other people say around 20. It may vary on game, and how many neighbors they have as it is.
