Problem with expansion, plz help~~

I am at level 39 now with bakery size of 11x14, but I would like to expand to 17x20. I tried to expand it by using 40 gems, but it said I have to get a 12x15 bakery first. Is that mean I can't jump the size in the expansion, which means I have to expand to 12x15, then 13x16, 14x17 and so on until i reach 17x20? Does anyone know?

You can't jump expansions. If your current size is 11x14, you can only unlock 12x15 next.

I wish TL was clearer about this too.

Thanks for your reply. I get really confuse as when I click on the design option for expansion, it does allow me to click on the other expansion size for gems, but some of the box colour becomes half tone, but for using coins expansion, many sizes are locked, so I just wanna make clearer.
