Placing fences outside

So the design comes with fences already placed outside...but if I try to place additional fences, I can't seem to place them directly next to each other like they came originally. I get the "red" surrounding area when I try to put them in order.

I assume it's operator error. How do I fix it?

You can rotate the fences to line them up.
