Thank you Team Lava tor making goals and quests available for Kindle users! I just have
a question about the nether portal that is locked until level 1000??? I have seen level 13's with this portal.

Also are the new elemental temples going to be available to us? Are they linked to New Dawn expansion?

Glad to hear your happy about the goals. As for the portal, just ignore the level 1000 unlock. That is only there as a place holder. The way to unlock it is through completing the quest for it.
I am unable to speculate about the new temples.

From what I've been told the quest for it is to breed and hatch an athletic dragon
which I already an epic one.

I read the link above, I do not know how to access these quests. The Nether portal still reads level 1000 to build.

How do I activate the quest?

It was a limited time quest released around the time Google Play's version got goals. So you won't be able to get it for a long time, possibly never.
