In the inventory list red mushroom circles show up as locked till level 14 but some of my neighbours on level 10 and under have them already. Am I just unlucky?

Do you have a screen shot of your neighbors? There is a regular Mushroom Circle that you can get before Level 14, but the Red Mushroom Circle is locked until Level 14

Mine appeared when I expanded.

I got mine when I expanded, too.
