Resturant story Halloween goal

Yesterday I got a goal to download Resturant story Halloween but as their was a problem with the app in the App Store I could not download it. And now the goal has vanished so I won't get those free gems like other people got, was this an intentional thing or is it a bug?

Please note that players do not get Gems for downloading our other games, or playing our other games. Goals that do award Gems are unrelated to the Goals you mentioned. If you do not see the goal, then it is not longer available at this time.

You don't receive gems for downloading game ... We receive gems for the goal after that goal which requires you to buy a decoration

I downloaded Restaurant Story: Halloween through the app store and new goals popped up on Design Story.
Hope this works for everyone!
