Retroactive goals?

I just got a goal to make and add a soulmate to a Roman Room. The building goal seems retroactive, but it's telling me to add a soulmate when I've already added a soulmate and baby to one prior to the goal.

Not all goals are retroactive. Please try building the required room and adding another soulmate.

Could you let us know how come that not all goals are retroactive?! Does it mean that we should not build anything as we may receive a quest in which the goal(s) we already completed and as the goals are not retroactive so we should delete what we have completed and rebuild everything again? Do you think it makes sense? Not for me and I guess nor nor others.
