I've noticed the evolving goals don't count what you've already done. I already had 3 epics when a new goal asked to evolve 2 dragons. You will probably have to get 2 more serpents and evolve them is my guess.

You may not have unlocked it yet. I haven't gotten it yet either but I have 5 or 6 I'm currently working on. Its probably later down the line of goals to unlock.
