Blocked counter question

In Fashion Strory, if you block a rack, the customers can't purchase the items on the rack. I just started playing Bakery, and I'm noticing when I visit other bakeries that customers are eating items that are on counters that are completely blocked. Are you unable to block counters in Bakery to keep items stocked permanently for display?

That's right. You cannot block counters.
