How Do I move habitats etc to other levels?

I have just expanded to upper level of the island but cannot find a way to move anything up there.
Any one done this or seen where to do it on forums?
I am obviously not putting in search terms that will find the answer :(:confused

Move the habitat as close as you can and zoom out then take your finger and flick it up there might take a few tries

Drag it across to the other level as you would to any other location, the icon will show it not moving but as soon as your finger has dragged to the point it has room on the next level to fit it in, the building should jump to your finger.
