Expanding the surface

Can anyone tell me if you can skip a size when expanding? i.e. can I go to 13x16 without first expanding to 12x15?

I tried to but it won't let you skip over an expansion. You have to expand to 12x15 before you can expand to 13x16.

Ok so I strived to get enough neighbors so I could expand furthur but then I reached 15 neighbors and the option went away. How can I expand now without paying? Please help!!!
