Can someone tell me how to add neighbors

You need to know the other players StormID. Basically you go into the menu then social and you can send an invite to another StormID or another way is if another player sends you a request to add them. To find StormID's one way is to go to the social and look at other players that are currenly online and view their wall. On the wall players will post their StormID's and you basically go back to to your invite and type in these StormID's and wait for the oher players to accept you. You can also post on your wall your StormID.
