3-4 neighbors?

Here's my question. Some have 3 stars and others have 4. How does one become a four star neighbor. I can't seem to get there. I'm only a three star. Thanks. Not sure where this belongs please move to where it does if necessary. Thanks.

This is a good spot for it :)

To get to 4 starts, you have to keep tipping. If you've tipped all your neighbors and still haven't reached it, you can tip community members. It does take a bit to get there, and star levels do drop a bit each day.
