Bakery expansion in design mode

Why is there a way to expand the bakery when you get 25 neighbors, then it disappears after you get the 25? Have tested by deleting neighbors and getting new ones, and it happens every time.

Getting the number of neighbors required just enables the possibility of expanding. To expand you need a certain amount of coins, which appears when you tap on the expansion arrows.
