Is my notepad with the goals on the top left corner suppose to dissapear? I was on level 28

If the goal manager is gone, then you have completed all of the goals that are currently available in the game.

I'm not receiving goals in Pet Shop & Restaurant story. In Restaurant, I opened & played (and completed) the Thanksgiving ed. Then I downloaded the regular version to get more goals but have never gotten any new goals until yesterday's update with the special Christmas goals. Why am I not receiving missions to complete? In the reguar version of Restaurant story I've never received any mission/goal AT ALL...???
