Why Is My Nether Portal Locked??

I am on level 45 and it is still locked. Can anyone help.....please.I am seeing neighbours with two or more portals!

It's unlocked by a goal... Do you still have the goal? That goal had a time limit maybe it expired

Part of it was hatch athletic dragon

I have an Athletic Dragon, got it quickly too after it arrived on the game. Must have missed the goal thing. I'll just have to admire other players portals and decorate my island with stuff I that can buy :)
