Stock of goods have capacity to certain limit. If you have 3 industries, than maximum goods you have will be 1500, you cannot add another goods until you supply it first to business, or you can add another industry, so your capacity will be up to 2000 goods. Hope that help. Pardon my english

The goods meter is in the upper part of your screen, right of the energy meter.
If it is full then it is orange. You make goods to supply businesses, if you have too much goods, then that means you are not sending the goods to your businesses.

It means you've reached your maximum number of goods. You can add more to your stock once you use some for your businesses.
