Expanding

How come the opportunity of expanding disappears when I hit the right number for neighbors and than I have to have even more friends than when i hit the number goes up again so i never get to expand without money... that's' dumb!

I have seen the answer to this numerous times in the threads. The neighbors is only step one. Getting the neighbors then opens your ability to purchase the space.
