are tables & chairs a 1-to1 ratio?

Maybe this is a dumb question but I look at other people's bakeries and see them set up with tables and chairs on a 1-to-1 ratio (for every table, there is a chair). I have mine set up with a table and two chairs and was trying to watch the customers to see if they will share a table. I did not see it happen. Does anyone know if the table & chairs have to be one-to-one to get customers to use them?

They do not share tables. Only one customer will sit at a table at any time. If you put two chairs at one table only one customer can eat at the table and so only one chair will be used.
