Have 7 neighbors, but won't let me expand?

I have 7 neighbors now and I wanted to use the "Expand to 12x15" option that says "7 neighbors" underneath.

But when I press it, it says "You don't have enough neighbors. Get more neighbors to proceed."

Is this a bug, or am I doing something wrong?

That's just great... I got some more neighbors and wanted to try expanding again... now there are NO neighbor options for expanding. What the heck?

Nevermind, I found out myself by searching the forum. In case anyone else is wondering, the "7 neighbors" thing is just a prerequisite for buying an expansion. You still need to have the money. But that still doesn't explain why it kept telling me I didn't have enough neighbors when I did.
