There is no feature within the game that will reward Gems at this time.

So why not make more goals? Why not make gem goals or mastery goals?

I have the same problem but I worked it out. Try cooking stuff that are 16 hours to 2 days or something. For example, cook boiled lobster over and over. You will get a gem each time you reach a goal.
