Your message is a little vague. Do you want to start over? Put buildings in different places?

Restart as in go back to level 1 have no buildings i bought already...Completely restart..Do u know how?

Not really.

It should be possible by transferring the city to another device. Then your device will start with a new city at level 1.

Or: Buy a new iPhone or iPod (not a good suggestion, I know).

I'd say just delete the game and re-load it. I've seen posts of people who have lost everything after someone accidentally deleted the game. (can you imagine how much fun the granddaughter had deleting all the icons on someone's phone? - egads). They wanted everything back, you want it all gone. Although, except for changing your name, I have no idea what the advantage would be.
