I spent 1,500,000 to expand my shop. But my shop didnt expand, is there anything I can do?

I am having a similar issue..I was going to expand and I "supposedly" needed SEVEN neighbors to expand. So I met the challenge, but when I returned to the expansion options, that selection was no longer available. Instead, the requirement was TEN or FIFTEEN neighbors. So I set out and gathered up more neighbors. When I tried to expand, once again the option had disappeared, and NOW my options are to fork over 50k coins, or 20 gems. Wth?
