On iOS but different value

Hi everyone. I play FS on iPad2 and iPhone4 all are using latest version. Once I relize that: Enhancements for iPhone 10gems = 20.000 coins/ 100gems = 200.000 coins. But for iPad 10gems = 51.000 coins/ and 100gems = 510.000 coins. Why there have big different value like that? By the way, when I visit Nbr, some of farms I have 20coins, some have 10 and the other have 30coins. Can someone exlpain? Thank you so much.

Gems for coins amounts depend on your level neighbors coins is the neighbors bonus

It also mean that now on iPad have 30%off and iPhone dont have any is depend on my level? Then it's not convincing me at the end...

Sales go out randomly to different games.
when you visit nbrs you will get coins and xps, not a set pattern of how much you will receive for each nbr you visit.

Pricing can be different for different games.
