Unable to move pets by tapping as directed

Pets will not move to fun rooms as directed in goal when tap on them. Is this a bug or can you give more specific directions for moving pets to fun rooms???

Sometimes the animals have a bubble on top of them (like disco ball)(ramen) then you click the bubble and that tra sports them to the room
